The US Department of Health and Human Services, through the Health Resources and Services Administration (HRSA), announced $ 25.5 billion in new funding that is available for distribution to all states through the Provider Relief Fund (PRF) Phase 4. This funding includes $ 8.5 billion from the American Rescue Plan Act (ARP) for providers serving rural Medicaid, Children’s Health Insurance Program (CHIP) or Medicare patients, and an additional $ 17 billion from the PRF for a wide range of providers who can document lost income and expenses associated with the pandemic. Suppliers can begin applying for funding on September 29, 2021. HRSA will use existing Medicaid, CHIP, and Medicare claim data to calculate payments.
Phase 4 payments will be based on the loss of income and expenses of providers between July 1, 2020 and March 31, 2021. Phase 4 will also include premiums for providers who serve Medicaid, CHIP and / or Medicare patients. , who tend to be lower income and have larger and more complex medical needs. HRSA will price these premiums at the generally higher Medicare rates to ensure fairness for those caring for low-income children, pregnant women, the disabled, and the elderly.
